Art world is a complex world and it's really hard to define this complexity where many different consideration has to be taken in term of making art, exhibiting art, selling and buying art, each one of them has it's own approach which might separate them from one another, and I said "might" because sometimes the artists are the ones who make the artwork and exhibit it and then find the buyer then eventually sell it.
Artist work hard to make money out of their artwork the same way they work hard to get their artwork authenticated by selling it to the art collector. Usually art collectors they have high standards with the way they see art and perceive it. They are educated enough to understand the artwork in a better way than the artists them self, they read it, and they analyze it. They want art that talk to them and open up the conversation, evoke their memories and their experiences, through the subject matter or through the colour palette and brush stroke or though the chosen medium, or like other  collectors choose their artwork because they like the artist.  To them it's an investment just like others who collect cars or watches or houses, the convincing story behind the investment who dominate their action to make the deal.
Art collectors who just started to collect art in my opinion their art differs than the art collectors who's been in business for a long time or different than the international art collector who travel the world to collect art regardless of their budget.
 Art collectors who just started, I think are easier to reach out because in my opinion it's easier to buy a house at the end of the street than a house in a another country, the same way it works for them. They can reach local artist with good resumes, well educated, high skills, participated in the art society, have had some opportunities that made them special from their peers in the local industry. They might try to buy art from art buyers, they might search online, little by little they can build their collection, more important they have to follow the artist and check on them from time to time to see where they are and how they are doing.
